How we measure

The method is public before any result. The Atlas records a level and its evidence. It does not issue a score.

The Ownership Ladder

  1. Use

Imports and operates foreign-designed technology. Maintenance and upgrades depend on the supplier.

  2. Assemble

Assembles, installs or integrates foreign-designed components locally.

  3. Adapt

Local teams modify designs, software or processes and hold the documentation needed to do so.

  4. Design

Local entities hold design authority, originate designs and own the resulting intellectual property.

  5. Export

Locally designed products or services are certified or sold abroad, or local actors help shape international standards.

Atlas scale R0–R4

  1. R0Use

The entity operates a foreign-designed capability. Maintenance stays with the supplier.

  2. R1Assemble

The entity assembles or integrates foreign-designed components locally.

  3. R2Adapt

Local teams modify the design or the process, and hold the documents that make that possible.

  4. R3Design

The entity holds design authority and owns the resulting intellectual property.

  5. R4Export

A locally designed product or service is certified or sold abroad, or the entity helps set the standard.

Evidence ladder E0–E4

  1. E0None

No evidence attached to the record.

  2. E1Lead

    A single uncorroborated lead.

  3. E2Public

A public statement that can be reviewed.

  4. E3Documented

Documented evidence that matches the claim.

  5. E4Archived

    Documented evidence, archived.

The Atlas shows levels and evidence, not scores or rankings.

Unit of measure

Entity × sub-domain.

Evidence window

Evidence is valid for one year, and is reviewed every 60 days.

Principles and independence

  • Ownership, not use

We measure the capability a state owns — not the technology it only uses.

  • Published method

The method is public before any result.

  • Independent

No sale and no sponsorship shapes the results.

For researchers and the press
